Bill C-9, formally known as the Combatting Hate Act, is a federal legislative proposal introduced by the Liberal government in September 2025 in response to rising hate crimes and hate speech, particularly antisemitism.  The bill amends the Criminal Code to address hate propaganda, hate crimes, and access to religious or cultural places.
Key provisions of Bill C-9 include:
Criminalizing the public display of certain hate or terrorist symbols (e.g., Nazi swastika, SS bolts, or symbols closely resembling them) when used to wilfully promote hatred against an identifiable group.
Creating new offences for intimidating or obstructing individuals from accessing places primarily used for religious worship, education, community activities, or senior residences.
Establishing a hate crime offence for any criminal act motivated by hatred based on race, religion, sexual orientation, gender identity, disability, or other protected grounds.
Removing the requirement for Attorney General consent to initiate hate propaganda prosecutions, aiming to streamline enforcement.
Codifying the definition of "hatred" as "the emotion that involves detestation or vilification and that is stronger than disdain or dislike."
The bill has faced significant controversy. Critics, including civil society groups, the Canadian Bar Association, and faith communities, argue it risks infringing on freedoms of expression and religion, particularly due to the removal of the religious speech defence under Section 319(3) of the Criminal Code.  The Catholic RegisterThe Gospel Coalition, and the Canadian Civil Liberties Association (CCLA) have raised concerns about overreach, vague language, and potential suppression of peaceful protest and dissent.
Despite objections, Bill C-9 passed second reading and was referred to the Standing Committee on Justice and Human Rights.  On March 10, 2026, the House of Commons closed debate on the bill with a vote of 186 to 144, effectively advancing it toward final passage.  The bill is expected to come into force 30 days after royal assent
The government maintains that Bill C-9 strengthens protections for vulnerable communities and ensures all Canadians can live with dignity and safety. However, opponents urge Parliament to amend the bill to better safeguard constitutional rights.
